Giuliani has tried to deflect criticism about his involvement in diplomatic issues by saying that he acted at the request of and in coordination with the State Department.
But while the State Department has acknowledged that one of its officials put Giuliani in touch with a top aide to the Ukrainian president at that aide’s request, the agency has otherwise tried to distance itself from Giuliani and his efforts in Ukraine. The State Department has described Giuliani as a private citizen who does not speak for the U.S. government. And a senior Trump administration official said that Giuliani’s claim that the State Department “asked me” to look into Ukraine or initiated his interactions with Ukraine’s government is false.
The former senior White House official also said that Giuliani's claim that he worked through the State Department to coordinate his talks is highly questionable. The former official said that Giuliani should have “nothing to do with any of this stuff” and that his involvement in pursuing a corruption investigation “makes it inherently political rather than official law enforcement."
"It’s Giuliani who’s really dragged the president into something that’s a legal matter and a political matter and will be part of impeachment," the former official said. "What Giuliani did, there's no argument that it was a legitimate, government, law enforcement endeavor."

When Ukrainians voted to elect comedian Volodymyr Zelenskiy as their next president in the spring of 2019, the fledgling administration was eager to coordinate a phone call with Kyiv’s most important benefactor -- the United States, according to a former adviser to Zelenskiy.
But after weeks of discussions with American officials, Ukrainian officials came to recognize a precondition to any executive correspondence, the former adviser said.
"It was clear that [President Donald] Trump will only have communications if they will discuss the Biden case," said Serhiy Leshchenko, an anti-corruption advocate and former member of Ukraine's Parliament, who had been a former adviser to Zelenskiy but has recently been distanced from the administration. "This issue was raised many times. I know that Ukrainian officials understood."
The Trump administration’s alleged insistence that the two leaders discuss a prospective investigation into Biden, one of the president’s political opponents, casts his July 25 conversation with Zelenskiy in a new light.

No direct quid pro-quo, but a nudge & a wink - "this guy is a problem, it would be good if something could be done".
Clearly a breach of his oath of office, but such is the level of partisanship it doesn't matter, the Republicans won't go near impeachment.

I can’t see how he doesn’t get thrown out. He took steps to hide the information from the prying eyes of the people who are meant to oversee his actions. If he doesn’t get thrown out - your system is flat out broken. This should never have been allowed to happen. Your allies are Russia, North Korea and the Saudi’s. How can ‘patriots’ be ok with that?

And while many praised the whistleblower whose complaint resulted in the release of the transcripts, Giuliani denied that it was an abuse of power by the president and congratulated himself for exposing Biden. President Donald Trump dragged Vice President Mike Pence’s name into his growing Ukraine scandal on Wednesday.
The White House released a summary of a conversation in which Trump pressured Ukrainian President Volodymyr Zelensky to investigate 2020 Democratic presidential front-runner Joe Biden and his son, Hunter Biden. But Trump said he was not the only one to speak to Zelensky.
“I think you should ask for Vice President Pence’s conversation because he had a couple of conversations also,” Trump said.

The Los Angeles Times released audio Thursday of Trump musing over the source of the content of his call with Ukrainian President Volodymyr Zelensky on which the whistleblower, in part, based his complaint.
“Basically, that person never saw the report, never saw the call. He never saw the call — heard something and decided that he or she or whoever the hell it is — they’re almost a spy,” Trump said in a recording of a private event on Thursday in New York. “I want to know who’s the person who gave the whistleblower, who’s the person who gave the whistleblower the information? Because that’s close to a spy. You know what we used to do in the old days when we were smart, right? The spies and treason, we used to handle it a little differently than we do now.”
After learning of Trump’s remarks, former Vice President Joe Biden, who Trump asked Zelensky to investigate, took the president’s comments as a death threat.
“And now we know that President Trump’s response to all of this was to privately issue a thinly veiled threat this morning to execute the national security professionals who followed their oath to uphold the Constitution by bringing this to light,” Biden said in a statement.
